Right, those instructions are to be followed after you manage to connect to the board running the new image and bring up the IDE. In that case , you could run the commands in the console at the bottom of the IDE even though you don't have ssh
access (e.g.: Windows users don't get an ssh
client by default).
So, did you manage to boot up the board with the new image, by removing the Bela cape and hold-pressing the USER button at boot? If yes, then it should show up among your network interfaces, and hopefully the IDE should be accessible via browser at 192.168.7.2 and/or you should be able to ssh root@192.168.7.2
