Agreed, that doesn't sound right. You should have high resistance (even open circuit) with no pressure at all. With a small amount of pressure the resistance will drop into the tens of kilohms, and with a lot of pressure it will go down into the hundreds of ohms.
Do they both do the same thing individually, when measured out of circuit?
Make sure the wires aren't shorted out to anything. Otherwise in the D-Box it could be a mechanical issue, where they are being held under pressure by the way the plate is mounted. You should be able to pull out the wooden plate the touch sensor is glued to; it's a bit of a pain but can be done. Then you can check the FSRs with nothing on top of them and try again.
